"Victoria of Berlin", one of the largest insurance companies in Germany, represented by Sam Mordoch, abstained from the market of Thessaloniki during the First World War, like all German companies. That is why the great fire of 1917 did not burden the insurance companies with losses. Thus, "Victoria" entered the new insurance market created after the fire free of encumbrances. On the other hand, it did not have the credibility criteria of the British insurance companies that were dealing with 85% of the fire losses. "Victoria" was tested during 1925-1929 when 250 fires (many fraudulent) broke out in numerous shops in the city.
