This building and the nearby building of the housing and communal services administration were built at the expense of the Jewish merchant Berka Girshevich Mintz. The current building of the Department of Statistics most likely housed rental apartments. In the 1920s, the printing house of the newspaper "Chyrvonaya Polachchyna" was located here. Next to it we see the Housing administration building. It was also built at the beginning of the 20th century by Mintz as a Jewish hospital. During World War II, a prison with an interrogation room was located here.
