Climb the stairs that lead to the Kings' terrace. Once there, take the same route, over the tower's entrance - the Arms Hall - and the lobby, in order to reach the Clock courtyard. Head through the next door leading to the Parade Courtyard. Walk along the corridor in the same direction and wait your turn by the store. Out there, you’ll see a Meeting point signal. You’ll need to climb 152 steps up a narrow spiral staircase to reach the top of the tower. Half way up, there is an open door leading to one of the empty former cells, which you can also visit.
