The pirate nemesis took the form of Count Ioannis Kapodistrias, who considered piracy a foul blot prejudicial to the national interests of Greece. As the newly elected Governor, he requested the assistance of the Great Powers to punish the malefactors and put the castle of Gramvousa into the hands of the Greek authorities. Great Britain, always interested in restoring order on the high seas to the benefit of her commerce, dispatched three frigates and two brigs, while the French admiral provided four smaller ships. There was a detachment of 60 soldiers, the police director of Kythira (who knew the Cretan character), and Alexandros Mavrokordatos as representative of the Greek government.
