Kallias established four basic types of school buildings (depending on the number of teachers employed and ranging from single-teacher to six-teacher school). The new schools had to emphasize the significance of the institution and the state. The neoclassical facades were plain, symmetrical, and stern, exuding dignity and orderliness. Over the next fifteen years or so (1898-1910) the government built 407 Kallias-type schools nationwide, at a slow but steady pace. In an effort to make the best use of the limited funds available, small communities acquired new schools long before larger towns, because they required smaller (and thus cheaper) buildings.
